OPERATING PROCEDURES
AND PROGRAM GUIDELINES
- Station Operation
- Staffing: Public-access
channel staff members consist of the Station Manager/
Electronic Media Producer II, Studio Engineer, Electronic
Media Producer I, and Program Scheduler.
- The station
manager/video producer II has responsibility for
the day-to-day management of the university public-access
channels, assigning and producing video projects
for airing.
- The studio
engineer maintains the entire array of studio, control
room and channel scheduling equipment and software,
checks out equipment as required for productions,
and assists with training.
- The Video
Producer I has responsibility for creating channel
content, including: setup and tape campus events,
guest speakers and faculty presentations, and other
activities as assigned by the station manager.
- The program
scheduler has responsibility for maintaining the
viewing schedule, the channel template and the daily
information crawl.
- Student
and temporary operators will be hired by the station
manager as required to meet production commitments.
- Maintenance: All maintenance
and repairs are performed by MTIS Media Engineers.
- Equipment and facilities
- Equipment: Three medium-duty
cameras and editing software are available for production
work through a checkout system.
- Facilities and equipment
shall be available to faculty and students under the
supervision of MTIS staff.
- The television studio
is available for inside productions, and its use is
governed by studio policies (see attached studio policy
draft).
- Distance education
classrooms, and other campus facilities designed to
permit television production, are under the control
of operations and video productions within MTIS.
- Scheduling of studio
time is under the supervision of the MTIS Program Coordinator.
- Volunteers, internships,
and paid staff
- Certified volunteers
will be called upon to serve as members of a production
crew for studio and field productions.
- Internships of one
quarter or more will be available to students majoring
in communications and allied departments.
- MTIS will have responsibility
for engineering and technical support for production
activities that make use of volunteers and/or interns.
- Channel governance/operational
responsibility
- Channel 15 operations
reports to the university President through the Director
of MTIS.
- A program review committee,
consisting of one representative from each university
division, exists to advise the station management and
the president on program development.
- The station manager
occupies the role of senior producer, with responsibility
for the day-to-day activities of the university public-access
channels, selecting associate producers, and sponsoring
student interns and volunteers. This individual reports
to the Director of Multimedia Technology and Instructional
Support (MTIS).
- Rules and guidelines
for university public-access channel operations are
governed by the policies of MTIS and Central Washington
University, and the Codes of the State of Washington.
- MTIS staff and the
university public-access channels are bound by the provisions
of Public Access Television as prescribed to by FCC
regulations for “local origination” television and content.
- The station manager
and operations director meet weekly to plan programming
and select content for airing.
- Program proposals/content
consideration
- Programs aired on
university public-access channels will consist of those
productions of high technical quality having educational,
historical and/or informational value.
- Independent programs
can be produced in conjunction with the Department of
Communication or another unit working directly with
the director of MTIS and the station manager.
- Program selection
and scheduling is the responsibility of the director
of MTIS and the station manager.
- Student and faculty
productions will be scheduled in consultation with MTIS.
- All programming must
comply with FCC regulations, the policies of Central
Washington University, and the codes of the State of
Washington.
- Only programming
created, or proposed, by members of the university community
will be considered for airing on university public-access
channels.
- Underwriting
- Financial support from
individuals and groups to cover programming costs is
encouraged.
- Acknowledgements of
financial support of no more than twenty (20) seconds
may be spoken or written at the beginning of a program.
Only name identification may be used with these acknowledgements.
- No "call-to-action"
or demonstration of a product or service may be included
as part of the acknowledgement.
- Limitations/revocations/liabilities/prohibitions/permissions
- The Director of MTIS,
or designee, in consultation with the Program Review
Committee, has authority to deny or suspend airing of
any program that fails to meet university public-access
television production standards, or in any way harms
the reputation of Central Washington University, its
faculty, students, and staff.
- Opportunities to produce
programs on university public-access channels will be
withdrawn if content fails to meet contemporary community
standards of decency and fairness.
- Copying content from
the works of others without acknowledgment (plagiarism)
is not permitted.
- Acquisition of copyright
clearances and appropriate arrangements from broadcast
stations and/or networks, sponsors, music listening
organizations, performer's representatives, and any
other person(s) necessary to authorize transmission
of program material on the university public-access
channel as part of a production is the responsibility
of the program producer.
- Prior permission,
releases and/or clearances shall be obtained to video
tape speakers at public events, individual interviews,
and before setting up equipment on private property.
- Liability for infringement
of copyright, inappropriate use of trademark logos,
defamation, or any violation of other federal and state
laws or statutes resides with the program producer.
- Programmers are responsible
for all claims of personal injury or defamation, which
arise as a result of a program aired on university public-access
channels.
- Intellectual property
ownership rights
- The program producer
owns the original copyright on any works produced for
university public-access television.
- All other rights,
licenses, and distribution of content produced in the
television studio must be mutually agreed to by the
producer and Central Washington University prior to
production, and specified through individually written
contracts.
- The Director of MTIS,
or designee, has permission to maintain a copy for the
university archive of all programs produced for university
public-access television, and is authorized to schedule
repeat airings of these programs.
- Central Washington
University has permission to include segments of programs
produced for university public-access television in
other video formats for marketing purposes, or as part
of a subsequent media project,so long as it is for an
educational purpose.
